Utah is recognized statewide under RECA's downwinder provisions. This page explains who may qualify, the presence window, and exactly what records help — in plain English, for both the claimant and the family member helping them.

Who qualifies in Utah

RECA is not a lawsuit — it is a federal compensation program. A Utah claim generally turns on three things:

  • Affected area. Utah counts statewide, so any Utah residence during the period can qualify.
  • Qualifying period. Presence during the testing period — generally a year between 1951 and 1962, or the full June–July 1962 window.
  • Covered diagnosis. A medical record documents a compensable cancer or leukemia recognized by the program.

  • Medical records showing a covered cancer or leukemia diagnosis.

Covered Conditions

Because Utah is an affected area for the entire state, residency anywhere in Utah during the testing period may count toward a downwinder claim. Southern Utah — Washington, Iron, Kane, Garfield, and San Juan counties — was most directly downwind, but families across all 29 counties may qualify.
